NOTE
; (i)
The direct recruits, immediately after their selection,
shall have to undergo Stockman Training Course conducted by the
Animal Husbandry Department/Veterinary College, Pondicherry or any other recognized Government Veterinary
Institution for a period of ten months and obtain a certificates
to the effect that they are qualified to render Minor Veterinary
Services as per section 30 (b) of the Indian Veterinary
Council Act, 1984 ( Central Act 53 of 1984) and during such
training period they will be paid only a stipend of Rs. 1,000 per
month and will be appointed to the post of Veterinary Field
Assistant only after successful completion of the training.
(ii)
Maximum three attempts will be allowed for the completion
of the training. In
case of second and third attempts, stipend will not be paid during
the intervening periods. |

NOTIFICATION
In
exercise of the powers conferred by the proviso to article 309 of the
Constitution of India, read with the Notification No.
F. 5/4/65 – GP, dated the 11th January, 1965 of the Ministry of
Home Affairs, Government of
India, New Delhi and in supersession of the notification issued in G.O.
Ms. No. 7/AH, dated the 11th
April 1989 of the Department of Rural Development (AH), Pondicherry and
published as supplement to the official Gazette No. 19,
dated 9th May 1989,
The Lieutenant Governor, Pondicherry
hereby makes the followingrules regulating the method of recruitment of
Group ‘A’ post of Veterinary Assistant Surgeon in the Animal Husbandry
Department, Pondicherry,
namely :-
1. Short title and commencement
(1) These rules may be
called the Government of Pondicherry,
Animal Husbandry Department, Group
‘A’ post of Veterinary Assistant Surgeon Recruitment Rules, 2001.
(2)
They shall come into force on and from the date of their
publication in the official gazette.
2. Number of posts, its classification and scale of pay
The number of said posts, its classification and the scale of pay
attached thereto shall be as specified in columns 2 to 4 of the Schedule
annexed hereto.
3.
Method of recruitment, age limit and other qualification
The
method of recruitment to the said posts, age limit, qualifications and
other matters relating thereto shall be as specified in columns 5 to 14 of
the said Schedule.
4.
Disqualifications – No person
a.
who has entered into or contracted a marriage with a person having
a spouse living; or
b.
who, having a spouse living has entered into or contracted a
marriage with any person, shall
be eligible for appointment to the said posts.
Provided
that the Lieutenant Governor, may, if satisfied that such marriage is
permissible
under
the personal law applicable to such person and the other party to the
marriage and there are other grounds for so doing, exempt any person from
the operation of this rule.
5.
Power to relax
Where the Lieutenant Governor is of the opinion
that it is necessary or expedient so to do, he may, by order for reasons
to be recorded in writing and in consultation with the Union Public
Service Commission, relax any of the provisions of these rules with
respect to any class or category of persons.
6.
Savings
Nothing in these rules shall affect
i.
the appointments already made in accordance with the rules hereby
superseded; and
ii.
the reservations, relaxation in upper age limit and other
concessions required to be
provided for the scheduled
castes, the scheduled tribes
and other special categories of
persons in accordance with the
orders issued by the Government from time to time in
this regard.

NOTE 1:
The suitability of the regular holder of group ‘B’ posts
of Veterinary Assistant Surgeon will be initially
assessed by the commission for appointment to the upgraded
post of Veterinary Assistant Surgeon (Group ‘A’) in the scale of
Rs. 8000-13500. If assessed ‘suitable’,
they shall be deemed to have been appointed to the post at
the initial constitution. If assessed ‘Not suitable’ for
appointment to the upgraded scale of pay, he/they shall continue to
be in the revised scale of Rs. 6500-10500 and his/their case would
be reviewed every year.
NOTE 2:
Vacancies caused by the incumbent being away on deputation or
long illness or study leave or under other circumstances for a
duration of one year or more, may be filled by the appointing
authority on deputation basis from officers of Central Government
(1) Holding
analogous posts on a regular basis; or
(2)
with 5 years regular service in the post in the scale of pay
of Rs.6500-10500 or equivalent; and
(b)
Possessing the educational qualification and experience as
prescribed for direct recruits under column 8.
(The
Maximum age limit for appointment by deputation shall be not
exceeding 56 years as on the closing date of the receipt of
application) .

hereby makes the following rules, regulating the method of recruitment to
the Group ‘C’ & ‘D’ posts Fieldman, Maistry and Attendant in
the Directorate of Animal Husbandry,
Pondicherry, namely:-
1.
Short title and commencement;- (1)
These rules may be called the Government of Pondicherry,
Directorate of Animal Husbandry,
Pondicherry Group ‘C’ and ‘D’ posts Recruitment
Rules, 2001.
(2)
They shall come into force on and from the date of their
publication in the official gazette.
2. Application: These rules shall apply for recruitment to the posts in the
Directorate of Animal Husbandry, specified in column (1) of the schedules
annexed hereto.
3.Number

to 4 of the said Schedule
4. .

5.

in service training for a period of not less than three months in
the Livestock and Poultry Research and Extension Center at
Pondicherry or Government Poultry farm at Karaikal/Mahe/Yanam and
during such training period they will be paid the pay and allowances
they were drawing in the feeder grade and will be given the pay and
allowances of the post after successful completion of the said
training..

NOTIFICATION
In
exercise of the powers conferred by the proviso to article 309 of the
Constitution of India, read with the Notification No.
24/78/68-DH(S), dated the 24th September, 1968 of the Government of
India, Ministry of Home Affairs, New
Delhi and in supersession of the notification issued in G.O. Ms. No.
14/AH, dated 13.12.1996 of
the Department of Rural Development (AH), in so far as they relate to the
post of Director, Additional Director & Joint Director/Project
Officer/Registrar and in
accordance with the G.O. Ms. No. 3/AH,
dated 29.04.1999,of the Department of Rural Development (AH),
Pondicherry, save as respect things done or omitted to be done
before such supersession,
the Lieutenant Governor, Pondicherry
hereby makes the following rules, regulating the method of recruitment to
the posts of Director, and Joint Director/Project Officer/Registrar in the
Department of Animal Husbandry,
Pondicherry, namely:-
1.
Short title and commencement;- (1)
These rules may be called the Government of Pondicherry,
Animal Husbandry Department, Pondicherry
(Director, and Joint Director/Project Officer/Registrar in the Department
of Animal Husbandry) Recruitment
Rules, 2001.
(2)
They shall come into force on and from the date of their
publication in the official gazette.
2.
Number of posts, their classification and scale of pay – The
number of said posts, their classification and the scale of pay attached
thereto shall be as specified in columns 2 to 4 of the said Schedule
3. .
Method of recruitment, age limit and other qualification – The
method of recruitment to the said posts, age limit, qualification and
other matters relating thereto shall be as specified in columns 5 to 14 of
the said Schedules.
5.
Disqualifications – No person -
a.
who has entered into or contracted a marriage with a person having
a spouse living; or
b.
who, having a spouse living has entered into or contracted a
marriage with any person, shall
be eligible for appointment to the said posts. :
Provided
that the Lieutenant Governor, may, if satisfied that such marriage is
permissible under
the personal law applicable to such person and the other party to the
marriage and there are other grounds for so doing, exempt any person from
the operation of this rule.
6.
Power to relax – Where the Lieutenant Governor is of the opinion
that it is necessary or expedient so to do, he may, by order for reasons
to be recorded in writing and in consultation with the Union Public
Service Commission, relax any of the provisions of these rules with
respect to any class or category of persons.
7. Savings – Nothing in
these rules shall affect the reservations,
relaxations of age limit and other concessions required to be
provided for the scheduled casts,
the scheduled tribes and other special categories of
persons in accordance with the orders issued by the Government from
time to time in this regard.

(ii) Master’s Degree in Veterinary Science and Animal
Husbandry
from a recognized University or
equivalent;
(iii)
Should be registered with the state Veterinary
Council or Indian
Veterinary Council
(iv)
Ten yrs. experience in the field of Livestock
Development work and
control of Cattle Diseases.
NOTE: Qualification(s) regarding experience is/are relaxable at
the discretion of the Union Public Service Commission in the case of
candidates belonging to Scheduled Castes or Scheduled Tribes. If at any stage of selection,
the Union Public Service Commission is of the opinion that
sufficient number of candidates from these communities possessing
the requisite experience are not likely to be available to fill up
the posts reserved for them.

half of such qualifying/eligibility service or two years, whichever
is less and have successfully completed their probation period for
promotion to the next higher grade along with their juniors who have
already completed such qualifying/eligibility service.
Deputation
(Including short-term contract):
Officers
of the Central/ State Governments/ Union Territories/ Agricultural
Universities/ ICAR and other recognized research institutions:
(a)
(1) Holding analogous posts on a regular basis; or
(2)
with 5 years regular service in posts in the scale
of pay of Rs.10000-15200
or equivalent; and
(b)
Possessing the educational qualification and experience
prescribed for direct recruits under column 8.
(The
Departmental Officers in the feeder category who are in the direct
line of promotion shall not
be eligible for consideration for
appointment on deputation. Similarly, deputationists shall not be
eligible for consideration for appointment by promotion)
(Period
of deputation/contract including period of deputation/ contract in
another ex-cadre post held immediately preceding this appointment in
the same or some other organization/department of the Central
Government shall ordinarily not to exceed three years.)
(The
maximum age limit for appointment by deputation (including
short-term contract shall be, not exceeding 56 years, as on the
closing date of receipt of application).
